Obviously, this is an incomplete guide. ESO is still in beta, and the non-disclosure is now (finally) lifted! Only certain areas are available for exploring though, which means you can only find so much out to begin with.
In order to make a potion you have to be at an alchemy station. Here’s an alchemy station:
You click on “Creation” and add the herbs of your choice. You have to have a water as well. Each herb has four different properties. You can see the properties you’ve discovered of the herbs you have in stock:
Here’s what I found so far:
Blessed Thistle – Restore Stamina, Ravage Health
Blue Entoloma – Restore Health, Ravage Magicka, Lower Spell Power
Bugloss – Increase Spell Resist, Lower Spell Power, Restore Health, Restore Magicka
Columbine – Restore Health, Restore Stamina, Unstoppable
Corn Flower – Restore Magicka, Detection, Ravage Health
Dragonthorn – Increase Weapon Power, Restore Stamina, Weapon Crit
Imp Stool – Lower Weapon Power
Lady’s Smock – Increase Spell Power
Mountain Flower – Increase Armor, Restore Health, Restore Stamina
Namira’s Rot – Spell Crit
Nirnroot – Ravage Health, Lower Spell Crit
Violet Coprinus – Lower Spell Resist
Water Hyacinth – Restore Health, Weapon Crit, Spell Crit
Wormwood – Weapon Crit, Unstoppable
Whitecap – Lower Spell Power, Lower Spell Crit

Pure Water (needed as an additive to make a potion).
